Hi neighbors -- Below is agenda for tomorrow's meeting, and minutes from last Fall's Lake Association meeting.  PLease peruse before meeting so we can approve or edit minutes quickly tomorrow morning.  I am gonna crack the whip and try hard to start and end meeting ON TIME again like last fall.  We have coffee, Chex mix and nuts to snack on, so get your patootie over to the ARCC tomorrow to help in the stewardship of your lakes.  :)  Looking forward to see your smilin' face at 10 a.m. tomorrow!

    o       Create volunteer water patrol from Lake Association members and give them power to whack the crazies with potatoes? (just kidding . . . . . J . . . . . can we cite ‘em?  What?  Let’s ask deputies!)

10th and 11th Crow Wing Lakes Association
2010 Fall Meeting

The Fall meeting was held on Sept. 17th, at the Akeley Sr. Citizen Center 10 am. The meeting was called to order by Pres. Kim Bowen. The minutes from Spring Meeting were read and approved. The following members were in attendance: Kim Bowen, Katie Magozzi, Jan Carlson, Lisa Hanson, Les & Sue Thompson, Amos Hard, Phil Bergstrom, Norris Kowalke, Brian & Mary England, and Dan Rud.
 
Treasurers report: General fund approx. $2046.00.  Discussion about AIS fund and money to be determined between Treasurer Hanson and President Bowen.
 
Water clarity testing:   Amos Hard said he was not sure what Rich Willhaus had come up with, they have not spoken about the testing.  President Bowen agreed to e-mail or call Rich and see if he’s had a chance to do testing this season on 11th and/or 10th.
 
Fisheries committee: is this a good idea? There were many nods of heads indicating yes. No committee in place or meeting plan agreed upon.
 
Katie gave a report on recent COLA meetings she has attended. Hubbard County COLA was given two state awards recently for 2010. It was stressed to mention that COLA is not connected with the government.  Katie and Jan attended Healthy Lakes and Rivers meeting on 9/17. About 9 Lakes were represented in attendance and each representative from a lake association shared their progress with Lake Management Planning sessions. It was learned that the DNR will provide 200 walleye fry to our lakes next time around.
 
Amos Hard, Phil Bergstrom and Dan Rud have volunteered to collect all three loon nests this fall (all three have been in disrepair and no one has noticed any loons using them for nesting the last couple of years). 1 was located on 10th Crow Wing, 1 in Solie Bay and the 3rd nest was located somewhere on SE basin of 11th ?  A motion was made by Dan Rud to allocate up to $100 for any materials the guys will need to repair the nests and re-install them in the spring.   This motion was seconded by Katie M. and carried by a unanimous approval.   President Bowen expressed appreciation to these volunteers for their time and effort!
 
Lake Management Report by Pres. Kim.
 
Regarding erosion at the Akeley Public Campground. Bob (Frank) Thelin, Akeley City Maintenance Mngr. Shane Foley from Soil & Water Conservation District, and John & Kim Bowen met to discuss possible project on September 3.  Shane and Bob surveyed Akeley campgrounds and determined that our area’s DNR environmental engineer would need to be called in to give more of an opinion about what projects might be most appropriate (i.e. rip rap, vs. natural plantings, or both).   They estimate approx. 1,000 feet of shoreline could use help with erosion control.  Kim would like to have an association member work with the campgrounds manager/City Council and the maintenance person as leader of project. Amos Hard volunteered to try to reach Bruce Kriens and see if he would interested in helping with the project.
 
Solie Bay destruction of cattails and other shoreline/aquatic vegetation caused by boat wakes, beavers and property owners purposefully removing vegetation directly causing major shoreline erosion and fish spawning bed elimination, was discussed and reported on by Pres. Bowen as another possible Lake Management Plan project.  The Sheriff’s office was contacted about the current “No Wake” sign being repaired.   Bowen asked Sheriff’s Deputy Lowell what would be needed to purchase and license 2-3 “No Wake” floating buoys to be strung across the neck of the bay.  Jim Todd has previously volunteered to put them out in the spring and take them in during fall if the need arises.  Sheriff’s department has some funds for extra buoys, although if we wanted to try that route, the Sheriff’s Dept would have control over putting buoys up and taking them out with their limited staff and resources, plus the request might take a few years to process and may not go through.  Hence, Bowen suggests this might be a good project to run through the Lake Management Plan and get a grant or funds to do so as a Lake Association (there will be a one-time, lifetime permit fee of $100 for buoys to be allowed in the public waterway.)
Highway 64 issues were discussed at length and asking lake owners to approach it from a Safety issue could be prudent. Asking members to e-mail or write letters to their representatives may carry weight.  Pres. Bowen brought up a concern voiced by a member to her this summer that they are worried a bridge allowing more boat traffic will cause major erosion on their property from boat wakes.  Brian England suggested that it might be prudent to have a MN DOT representative, a DNR environmental engineer and even our legislators come to a meeting wherein all of us interested can ask questions and get real time answers from various sources.  There was some discussion about having another Community Visioning Session to get as many property owners enlisted into the idea as possible and move forward as a collective group with similar goals.   If we are concerned about the ATV trail over Hwy 64 is causing safety and erosion problems, or what can we do about those darn noisy rumble strips?,  these same individuals (MN DOT representative, DNR environmental engineer) can be asked what options there are for us.  It was noted that we should invite local ATV clubs, biking public and other concerned area citizens to attend and express their opinions also so that all concerns can be voiced and addressed in order to move forward.    Katie Magozzi suggested setting up this community meeting ASAP to get going on it.   Pres. Bowen suggested meeting with other Lake Management Planning committee to work within the next week to go over rough Lake Plan and to set up Community Visioning Session for Highway 64 issues within next three months. 
 
Pres. Bowen will be working with the new Lake Associations Website comimttee over the winter.
 
Sue Thompson volunteered to “google” ideas for Safety Rules for Lakes.
