WORK SESSION

The Akeley City Council met in a work session Monday, April 28, 2008
at 6:00 PM. Tom Moore called the meeting to order. Members present
were Tom Moore, Brian Hitchcock, Frank Lamb and Cliff Johnson. The
Pledge of Allegiance was recited by the Council and attending
audience. Eric Sjolin arrived at 6:05 PM.
Discussion was held regarding whether time traveled to and from
training should be paid or not. Eric Klein shared some information
from the Fair Labor Standards Act stating that there are 4 criteria
that have to be met in order for an employee to be paid for travel
time. Council members suggested that the training would have to be
approved by the council, that the hours would have to be adjusted to
prevent overtime and that all people in the vehicle would get paid
for their time traveling.
Discussion was held regarding part-time police officer hours. Brian
Hitchcock stated that in the past part time officers were used only
to cover vacation and sick time. Eric Klein’s concern was who would
take call when he would take a weekend off if he didn’t have a part
time officer on duty. Council members stated that the sheriff’s
department would respond to emergency calls. The Council also
agreed that during the winter months there wouldn’t be as much of a
need for part time police help as there is during the summer.
The Council reviewed the ordinance which addresses ATVs. Discussion
took place and the Council agreed that the ordinance could be left
as is since it covers all issues that Eric Klein wanted to discuss
for clarification.
Eric Sjolin wanted to address the possibility of the City offering
benefits that would keep part-time employees with the City. Wendy
Klein shared information which showed what the approximate cost
would be for the City if part-time employees were to receive sick
and/or vacation benefits at the current accrual rates. Members of
the Council said they would like to offer something as an incentive
to the part-time employees but don’t believe the City could do it at
this time.
Discussion took place regarding the different pay scales for regular
maintenance work and grader work. The part-time maintenance worker
gets $1.20 an hour more when performing grader work and currently
the maintenance supervisor makes less per hour than the part-time
employee who is grading. The Council is considering their options
to make sure the pay is compliant with pay equity. Brian Hitchcock
asked Denise Rittgers to talk to someone who deals with pay equity
before a decision is made.
Connection fees for water and sewer were discussed once again to
make sure the City has them set where they should be. Council
members want to make sure that proper fees are being charged when
the City water/sewer employees are called out for various reasons.
Frank Thelin would like to review the water and sewer ordinances to
make sure they are up to date.
